• Agenda Item 5B <br />• <br />Environmental Board Meeting Date: October 26, 2005 <br />Topic: Preliminary Site Plan Review/ YMCA/The Village No. 3 <br />Background: An EAW review of the Legacy at Woods Edge was completed and <br />accepted in 2003. The YMCA site is located at the SE corner of the round -about <br />and bordering the Rice Creek Regional Park (Attachment 16). <br />Analysis: <br />Pervious /Impervious / %Open Space <br />All calculations for pervious, impervious, %open space was calculated for the <br />project as a whole and within the context of the Environmental Assessment <br />Worksheet, the Surface Water management plan, and permit requirements of the <br />RCWD. Please note there is a proposed park area in the NE corner of the <br />project. It is not labeled as such, but it is located in the square area immediately <br />East of the Northern most parking lot. <br />Surface water <br />SEH will be reviewing the YMCA site for conformance to the previously reviewed <br />and accepted plan. As part of the plan (but not shown on the plan), it is <br />noteworthy to point out there will be two Stormwater /infiltration tanks located <br />under the parking lot West of the building. Directly over these chambers there <br />are two islands. These islands are shown with trees landscaped in them. It is <br />possible to design these two islands as depressional to capture additional water <br />draining the parking lot. I would recommend this change be looked at and a <br />designed rain garden be installed should these islands become depressional. It <br />is not recommended to plant trees directly over these Stormwater collection <br />tanks. <br />Landscape <br />Infiltration areas should be constructed using low soil- compaction equipment. <br />Any turf areas should be thoroughly tilled after top soil is spread. Tilling should <br />be as deep as possible into the subsoil. Verification of this cultural practice <br />should be done by the Environmental Coordinator. Some escrow should be held <br />on to for this work. <br />There are several suggested changes to the proposed landscape plant material <br />pallet. I highly recommend changing some of the Autumn Blaze Maples to <br />Northern Pin Oak. The Pin oaks will give the same appearance of bright fall <br />color and are indigenous natives. Unless the YMCA is committed to a very <br />rigorous pruning schedule with the Autumn Blaze there could be an expected <br />loss of some of these trees 10 years down the road due to storm and wind <br />
