• <br />Somewhere on the Erosion control plan, it must be indicated where on site the <br />erosion control plan will be located along with the required weekly, and post <br />rainfall events inspection reports. A contact and phone number should also be <br />listed for the responsible on site NPDES supervisor. It should be noted that <br />additional rock will be stockpiled or brought in should the rock entrance become <br />non - functional due to rock space filling. All Storm sewer catch basins installed <br />on the site must be protected from sediment deposition with an approved City <br />device such as the Royal lnfrasafe Collection Device. Geotextal fabric will tend to <br />plug -up and not drain efficiently during large rainfall events. <br />Best Management Practices /Impervious Areas <br />A BMP for post development maintenance needs to be addressed. The plan <br />should address Woods Edge as a whole and address the BMP's of Target/Kohls <br />as well as the landscape materials and features of the development. YMCA <br />should have an understanding of this need and be a willing cooperator. The plan <br />should call out for plant replacement, plant irrigation and maintenance, surface <br />water treatment feature inspection and repair, litter pick -up on a timely basis. <br />Conservation Easement <br />A Conservation Easement should be written somewhere through, if not all of the <br />area to the SE and going to the South of the proposed trail length due South of <br />the building. The City owns the YMCA property and there is already written <br />agreement that such a conservation easement should be written before transfer <br />of property ownership. This easement should name the City as the easement <br />holder. The City will determine the exact location of the easement. The YMCA <br />has a need for some outdoor recreation equipment so the easement will be <br />written so that there is allowable recreation use in a designated area of the <br />Conservation Easement. Signage should be placed along the perimeter of this <br />easement indicating the location of the easement and that no cutting, dumping or <br />filling should occur beyond the signs. A minimum amount of cutting or <br />underbrush clearing most likely will be allowed in the recreation area of this <br />easement. See Attachment 17 for more detailed view of the Proposed Trail, and <br />Attachment 16 for the Conservation Easement area. <br />Trails <br />A trail system is planned for the Woods Edge project and extends to the South <br />through the Regional Park. A portion of this trail is shown on the plan sections. <br />This trail is located in as less intrusive of a place as possible, and should be a <br />very nice link into the Regional park. All trees were surveyed in and the trail was <br />placed in places that avoid as much tree removal as possible. Care was taken to <br />ensure that the trail was not placed in ecological edge areas. <br />Options: <br />1. Approve recommendations and comments <br />2.
