Ultimate discretion would involve a <br />Comprehensive Plan change. <br />Bauman noted the control would not be with the AUAR tool, but with the <br />Comprehensive Plan and the Zoning laws. <br />Grochala stated a long range market analysis was done. Kukonen stated he could <br />support it from a purely environmental standpoint. <br />Asleson added that the surface water management was the primary concern. <br />Kukonen referred to the Elm Crest area with 24th Avenue. Grochala clarified it <br />was North of Hardwood Creek. <br />Asleson stated the area was reviewed by a wildlife biologist. Kukonen noted <br />there were no protection measures for the area in 11 -1 where rare animal and <br />natural plant communities occurred. <br />Asleson confirmed that there was a high quality wetland at that location. <br />Grundhofer noted there were many birds in the Spring. <br />Kukonen asked for clarification that it was conceptual, and they were not taking <br />away the right to protect that area. <br />After a brief discussion the motion was made by Bauman: <br />The Environmental Board strongly supports the adoption of the final AUAR by <br />the City of Lino Lakes. The Mitigation Plan within the document serves as an <br />invaluable tool to identify and minimize environmental impact of developments. <br />Adoption of the Final AUAR should not be interpreted or misconstrued as <br />endorsing an aggressive development scenario. <br />Grundhofer seconded the motion. Motion carried unanimously. <br />6. DISCUSSION ITEMS <br />A. Hardwood Creek Update <br />Grochala stated the Hardwood Creek representatives were requesting a <br />Comprehensive Plan Amendment. Some information was updated since the last <br />meeting. The were requesting MUSA to be extended, and were intending to <br />conform to the AUAR parameters. The present amount of permanent open space <br />was 27 -37% or 85 -95 acres. The open space was the tiled county ditch. The site <br />is very large and the Comprehensive Plan Amendment was for mixed use. <br />Planning and Zoning had reviewed the Comprehensive Plan Amendment, and had <br />a special meeting recommending approval for a change of land use.
