• <br />• <br />Sequencing should establish soil budgets and soil protection areas where <br />possible, and the manner and location in which soils will be disturbed for <br />general grading and utility installation. Sequencing should establish a place <br />for concrete truck cleaning, and establish a time the cleaning area will be <br />cleaned up post construction. Sequencing should include all issues that may <br />result in disturbance or changes to an established tree or soil, wetland or <br />surface water areas be addressed with City Staff before changes occur. <br />Sequencing should establish equipment and materials staging. <br />Sequencing should establish a method to restore soils to pre development <br />densities where compaction is not necessary for civil engineering purposes. <br />Management should include a plan to enforce buffers and include signage <br />along property lines that inform no- mow /no- disturbance. An information <br />sheet should be distributed to homebuyers at the pre - purchase time informing <br />them of the buffers. This information sheet should be acceptable to the City of <br />Lino Lakes, and proof given of pre- homeowner acknowledgment of receipt of <br />the information sheet. <br />Management should establish, and show that no changes to the surface <br />or ground water will occur in the areas off the site to the West of the <br />Preliminary Plat. <br />No soils should be removed or imported to this site with out City <br />approval. <br />• Buffering should be provided for the pipeline easement in the NE corner lots. <br />• Street lighting should be downward focused, and "no- spill." <br />• A substitute should be used for the proposed Colorado blue spruce in the buffer <br />along Birch Street. If evergreens are desirable, than white spruce would be <br />better. <br />Environmental Board Comment: As long as the Developer is asking for a rezoning, <br />would he consider asking for a PDO to preserve open space, following the principles <br />of development from the Handbook for Environmental Planning and Conservation <br />Development? <br />• Escrow Dollars should be received for: <br />1.
