• <br />• <br />• <br />AGENDA ITEM 5B <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: August 2, 2006 <br />TOPIC: Golden Acre <br />BACKGROUND: This is a preliminary plat proposal for a rezone, variance for lot <br />size /width /depth. This is almost an identical proposal to the adjacent Haley <br />Manor Plat that was reviewed in 2003. Golden Acre has a total acreage of 1.11 <br />acres. The existing zoning is R -1 Residential. The Developer wishes to <br />subdivide to 4 lots. The project is located in Mar Don Acres, North of Lois Lane <br />and South of Arlo Lane (Attachment 1, 2, 3). <br />As with Haley Manor, there are no significant pre- existing land covers on site, nor <br />are there any pre- existing soil -water relationships that would indicate rare plant <br />features. There are no National heritage Consideration and no existing <br />wetlands. <br />Although the site is not large enough for the RCWD to review, recommend <br />following standard guidelines for addition of impervious. That is an infiltration <br />area must be provided to infiltrate the impervious area from the Mpls -St. Paul <br />median storm (.34 inches) in 72 hours. This area could be in the form of a rain <br />garden between the 4 houses with as much impervious area as possible directed <br />to it. The infiltration area must be protected from compaction before construction <br />begins. The grading plan shows the surface water flowing to the neighbor lot. <br />The grading plan should be changed to reflect on site storage /infiltration of <br />water. <br />A SWPPP (Storm Water Pollution Prevention Plan) and a MPCA permit are <br />required for this project. The SWPPP must be submitted to the City for approval <br />before any soil disturbance occurs, as well as the MPCA permit. The SWPPP <br />must be located on site (Preferably a mail box) with weekly and post rain fall <br />event inspection reports. The developer did submit an erosion control plan <br />(Attachment 4). The erosion plan should be made more comprehensive to <br />address pollution issues such as concrete truck cleaning and litter containment. <br />The plan needs to show a concrete truck wash site that is protected by <br />containment barriers. All wash out must be removed from the site after <br />construction. The plan signature is the responsible person that will inspect and <br />correct deficiencies. The name and 24 hour phone number of this person must <br />be added to the plan. Location of the required rock entrance must be shown on <br />the plan. <br />Storm sewer catch basins need to be protected with an Infrashield type of <br />device. Silt fabric will not be allowed. <br />Much of the language in the Erosion Control Notes are template /cut and past <br />sentences with little thought on specifics or site realities.
