• • • Environmental Assessment Worksheet Nature's Refuge Conservation Development Lino Lakes, Anoka County, Minnesota Draft Document — September 25, 2006 Page 5 The restoration and management plan will take into account economic variables and constraints, and incorporate cost - effective restoration strategies which invest significant economic resources in the early stages of the plan, and transition to minor investments in the long -term. The restoration and management plan for the conservation areas will be implemented in three phases. The initial phase will occur from Year 1 to Year 3, and will involve: 1) pre - restoration survey to determine baseline vegetation conditions; 2) intensive methods of vegetative restoration, such as tree and brush cutting, herbicide application, mowing, soil scarification, soil - surface scraping, and prescribed burning; 3) collection and distribution of native plant seeds; 4) establishment of permanent monitoring plots; and 5) placement of hydrologic monitoring wells. Most work will be conducted manually, but cutting and removal of woody vegetation, mowing, scarification and scraping will be done with Bobcat track machines, chainsaws and brush cutters. The second phase will involve the same types of activities as the first phase, except that removal of woody vegetation and soil - disturbing activities should no longer be necessary. In general, restoration activities will decrease in frequency and number over time, as the community becomes more progressively restored to a desirable condition. Hydrological and botanical monitoring will be maintained at a consistent level from project start through the fifth year. The third phase will be the long -term maintenance /preservation phase. Management activities during this phase will be similar to those conducted in the previous phase, but only on occasion, as needed to ensure the long -term preservation of the natural resource values of the conservation areas. c. The purpose of the project is to provide new housing capacity in the city of Lino Lakes, while simultaneously ensuring long -term management and protection of valuable natural assets. d.
