These delays will increase upon the <br />addition of the proposed development traffic. Thus, the report recommends the placement of a traffic signal at this <br />intersection. Assuming that the recommended traffic signal is installed, the planned transportation improvements <br />associated with the Nature's Refuge project are expected to adequately manage the traffic demand and eliminate <br />significant delays and congestion, the primary cause of traffic air quality impacts. If turn lanes are added to CSAH <br />14 (to be determined) where this project's access point is located, this will have the effect of minimizing the <br />potential for creating concentrations of vehicle- related emissions, such as carbon monoxide. The current <br />concentration of carbon monoxide in the immediate area is low. Concentrations are expected to be the highest at <br />intersections with poor levels of service that cause regular vehicle idling. Additional information regarding level of <br />service is contained in the response to Question 21 above. <br />. Stationary source air emissions. Describe the type; sources, quantities and com <br />rem stationary sources of air emissions such as boils, exhaust stacks or fugitive, dust sources. Include'any', <br />ardous air pollutants (consult EAW Guidelines fora listing) and any greenhouse gases (such as <br />dioxide, methane, nitrous oxide) and ozone - depleting chemicals (chloro- fluorocarbons, hydrofluorocarbons <br />perfluorocarbons or sulfur heatafluoride). Also describe any proposed pollution prevention techniques and <br />oposed air pollution control devices. Describe the impacts on air quality. <br />This project does not involve any stationary sources of air emissions such as boilers, exhaust stacks, or fugitive dust <br />sources. Like other single - family residential subdivisions, it is not anticipated that this project will produce <br />hazardous air pollutants, greenhouse gases, or ozone depleting chemicals. <br />24. The large amount of imported fill <br />material needed will require approximately 3920 truckloads to be brought in to the site each year for about four <br />years. This level of truck traffic will be noticeable in the area and may generate somewhat higher levels of noise <br />and dust in the immediate vicinity of the construction zone. Water will be applied to exposed soils during dry <br />weather to mitigate dust movement. The hours of construction will be limited according to the City of Lino Lakes <br />and State of Minnesota noise regulations. City practice is to limit construction to 7:00 am to 7:00 pm Monday <br />through Friday, 9:00 am to 5:00 pm Saturday, with no construction on Sundays or federal holidays. <br />Residential neighborhoods and an elementary school are in the immediate vicinity of the project site. There are 22 <br />existing residences and the school site within 100 feet of the site. The above measures will be employed to <br />minimize inconveniences to them. <br />
