• <br />1.0 Purpose and Background <br />This traffic study is to fulfill the requirements of question 21 in the Environmental Assessment <br />Worksheet (EAW) completed for the proposed Nature's Refuge residential development. <br />The site for the proposed development is located in the City of Lino Lakes, MN. The subject site, <br />presently undeveloped, is bounded by County State Aid Highway 14 (CSAH 14) frontage to the south <br />and Pine Street to the north. The development is generally located between 4th Avenue N. and CSAH <br />23 (Lake Drive). See Figure 1 for project location. <br />The following principal traffic questions are addressed in this study: <br />a) Is the proposed development access plan feasible and will it provide adequate traffic <br />operations? <br />• b) Would adequate traffic operations be provided at the following intersections upon full <br />completion of the proposed development? <br />• CSAH 14 /CSAH 23 <br />• CSAH 14 /4th Avenue North <br />• CSAH 23/Pine Street <br />• CSAH 14 /development access <br />• Pine Street/development access <br />The proposed development will consist of 278 single - family detached homes. Upon full completion of <br />the development one access connection will be provided at the south end of the property to CSAH 14 <br />and one connection at the north end of the property to Pine Street. At this time, there are no provisions <br />for connection of this local street to adjacent parcels. The current site plan is shown in Figure 2. <br />Full completion of the proposed development is expected to occur by 2010. <br />• <br />
