• <br />• <br />Environmental <br />Memo <br />To: Michael Grochala <br />From: Marty Asleson <br />CC: Jeff Smyser <br />Date: April 3, 2002 <br />Re: Environmental Board Review /Recommendations /Stoneybrook Preliminary <br />Plat <br />The Environmental Board made the following recommendations of the <br />Stoneybrook Preliminary Plat, at the March 27, 2002 Environmental Board <br />Meeting: <br />• O'Connell made a motion, seconded by Halen to deny the Stoneybrook <br />Preliminary Plat proposal. <br />• The developer needs to contact and send plans to the St. Paul Regional Water <br />Utility and Vadnais Lakes Watershed District. <br />If the development should go on for approval, than the Environmental Board <br />made the following recommendations: <br />• To pass on all staff recommendations highlighting the use of water quality design <br />1. Water basins and surface water management areas should be protected from <br />compaction and planted with a buffer of native plants. <br />2. Basin filtration capacities should be enhanced with organic bed establishment <br />in flow areas. <br />3. A sequencing and management plan should be submitted for all resource <br />protection issues during construction and post development. Sequencing <br />should include protective fence installation for trees and soiVwetland areas. <br />Sequencing should include specific times the fencing will be removed. <br />• Page 1 <br />
