• <br />• <br />(os _S <br />Environmental <br />Memo <br />To: Paul Bengtson <br />From: Marty Asleson <br />Date: August 3, 2006 <br />Re: August 2 Environmental Board Recommendations <br />The following recommendations were made concerning Golden Acre: <br />Although the site is not large enough for the RCWD to review, recommend following <br />standard guidelines for addition of impervious. That is an infiltration area must be <br />provided to infiltrate the impervious area from the Mpls -St. Paul median storm <br />(.34 inches) in 72 hours. This area could be in the form of a rain garden between the <br />4 houses with as much impervious area as possible directed to it. The infiltration <br />area must be protected from compaction before construction begins. The grading <br />plan shows the surface water flowing to the neighbor lot. The grading plan should be <br />changed to reflect on site storage /infiltration of water. The infiltration area should <br />be in the form of a rain garden and the design approved by the City <br />A SWPPP (Storm Water Pollution Prevention Plan) and a MPCA permit are <br />required for this project. The SWPPP must be submitted to the City for approval <br />before any soil disturbance occurs, as well as the MPCA permit. The SWPPP <br />must be located on site (Preferably a mail box) with weekly and post rain fall <br />event inspection reports. The developer did submit an erosion control plan <br />(Attachment 4). The erosion plan should be made more comprehensive to <br />address pollution issues such as concrete truck cleaning and litter <br />containment. The plan needs to show a concrete truck wash site that is <br />protected by containment barriers. All wash out must be removed from the <br />site after construction. The plan signature is the responsible person that will <br />inspect and correct deficiencies. The name and 24 hour phone number of this <br />person must be added to the plan. Location of the required rock entrance <br />must be shown on the plan. <br />• Page 1 <br />
