• <br />Nature's Refuge <br />DRAFT DECEMBER 14, 2006 EAW Record of Decision <br />page 6 <br />Noise generation will be typical of any residential construction activity and will cease <br />after the construction phase. Construction hours will be limited according to City <br />policy: 7 a.m. to 7 p.m. Monday — Friday; 9 a.m. to 5 p.m. Saturday; no work <br />Sundays or holidays. <br />The elementary school building has air conditioning, so the windows will be closed <br />much of time during hot weather and during cold weather heating months. <br />Traffic <br />The project will generate a new traffic, primarily on CSAH 14. Completing the <br />recommended improvements will mitigate the additional traffic volume to minimize <br />impacts on adjacent roadways. These improvements include signalization of the <br />CSAH 14 /CSAH 23 intersection and additional right of way for turn lanes on CSAH <br />14. The timing of the installation of a signal will need to be an important <br />consideration in the review of the Nature's Refuge project application. <br />In addition, the City is working with the developer, Anoka County, and Forest Lake <br />School District 831 regarding combining the school's access with the new <br />development. To date, all entities have expressed support for this option. This option <br />of a combined access to CSAH 14 will comply with and further the implementation <br />of the TH 242 /CSAH 14 Access Management Study. <br />Air quality will not be significantly impacted by the traffic increase and proposed <br />residential land use. <br />2. Cumulative Potential Effects of Related or Anticipated Future Projects <br />The EAW and this Findings of Fact address the impacts related to the proposed <br />development, based on existing conditions and post - development conditions. The <br />City of Lino Lakes is not aware or any other large -scale development plans that are <br />contingent upon the completion of the Nature's Refuge Development <br />3. Extent to Which Environmental Effects Are Subject to Mitigation by Ongoing <br />Public Regulatory Authority <br />The mitigation of environmental impacts will be designed and implemented in <br />coordination with regulatory agencies and would be subject to plan approval and the <br />permitting process. An extensive list of permits and approvals that may be required <br />for the proposed development are listed in Item 8 of the EAW. An additional <br />approval would be the Section 401 Water Quality Certification from the Minnesota <br />Pollution Control Agency that is needed for the Section 404 Permit from the U. S. <br />Army Corps of Engineers. In addition to the approvals listed, ongoing <br />implementation of the conservation management plan prepared for the specific site <br />and project will be an important regulatory and mitigation measure. <br />
