• <br />Currently, the City is below the maximum threshold of 10% unaccounted water <br />so our established practices are working appropriately. <br />• For benchmark item Residential Gallons Per Capita, the DNR is following the <br />AWWA Research Foundation study that found the average indoor water use in <br />a conserving home is 45.2 GPCD (gallons per capita day). The study also <br />found that the average indoor water use for a non - conserving home is 63.9 <br />GPCD. The DNR requires Cities to be at 75 GPCD. Lino Lakes is currently at <br />90 GPCD. Our task is to reduce consumption from our current 90 GCPD to 75 <br />GCPD (20 %). <br />The current peak demand ratio for the City is 3.3. A reduction of over 25% in <br />the peak water demand will be required. <br />Recommendation: <br />This is an informal meeting that requires no action at this time. We are <br />requesting input from the environmental board on how to obtain the DNR <br />benchmarks. <br />• <br />a minimum of four times between <br />May and September of each year. <br />D Conservation Water Rate Structure: <br />Increasing block or summer <br />surcharge with 25 -cent minimum <br />increments between blocks or <br />normal rates. <br />Rate Structures - A conservation or conservation neutral rate structure is required that <br />does not include any volume of water in the service or base charge (lifeline exceptions <br />allowed). <br />Monitoring Plan — A monitoring plan approved by DNR that includes monthly water <br />level readings in production wells and /or observation that may be required.
