ENVIRONMENTAL BOARD MEETING APRIL 25, 2007 Mr. Brian Baroussa from MFRA Engineering was present to answer questions. Ms. O'Dea questioned if this was a stock pile. Mr. Bourassa stated this project is not an ongoing pit application. The purpose of this project is to excavate good material from this site and bring it to a project around the corner. Mr. Baroussa stated this is a temporary project that will be rimmed with silt fence. Ms. O'Dea asked what we are creating. Mr. Bourassa stated basically a hole in the ground. Mr. Bourassa stated that organic material will be placed at the side slopes and seeded. Mr. Brown asked Mr. Asleson if this is a good or bad way of doing this. Mr. Asleson stated this is an economical way. Ms. Bor questioned the safety of children. It was stated the side slopes are 4 to 1. Ms. O'Dea asked if there will be three holes that will be dug. Mr. Bourassa said at this time it is only a proposal. All three holes might not be dug. Ms. Brouillet questioned at what point if the hole(s) become a pond can Rice Creek Watershed District come in and say they are going to delineate? Mr. Asleson stated after 25 years. Mr. Asleson stated this isn't the first time this type of project has been done in the city. Mr. Bourassa stated Rice Creek Watershed District has asked for additional information on this project. MFRA has submitted the information to Rice Creek Watershed District twice. They are reviewing MFRA's material at this time. The material that will be going to be put back in the MFRA analysis shows they will not draw down on the wet land area. Ms. O'Dea asked if the wet land started to dry up is there a way to deal with that? Mr. Bourassa has requested a dewatering permit from the city engineer. Mr. Brown asked how many gallons of water will be retained in the holes. Mr. Bourassa stated he did not know at this time. He stated he believes the pond will be 1/2 the elevation of the existing ground water. Ms. Brouillet questioned if there will be a buffer between the existing lots in Trappers Crossing and this project. Mr. Bourassa stated that they will not be taking any trees. He stated the project will take place approximately 30' from their property lines. Ms. O'Dea asked for motion to approve or deny this project and for staff recommendations. Ms. Bor made a motion to forward with the following staff recommendations: 1. Add Rice Creek Watershed District approval. 2. Add fencing or other barrier around the property for safety purposes.
