ENVIRONMENTAL BOARD MEETING APRIL 25, 2007 <br />Mr. Brian Baroussa from MFRA Engineering was present to answer questions. <br />Ms. O'Dea questioned if this was a stock pile. Mr. Bourassa stated this project is <br />not an ongoing pit application. The purpose of this project is to excavate good <br />material from this site and bring it to a project around the corner. Mr. Baroussa <br />stated this is a temporary project that will be rimmed with silt fence. Ms. O'Dea <br />asked what we are creating. Mr. Bourassa stated basically a hole in the ground. <br />Mr. Bourassa stated that organic material will be placed at the side slopes and <br />seeded. Mr. Brown asked Mr. Asleson if this is a good or bad way of doing this. <br />Mr. Asleson stated this is an economical way. <br />Ms. Bor questioned the safety of children. It was stated the side slopes are 4 to 1. <br />Ms. O'Dea asked if there will be three holes that will be dug. Mr. Bourassa said <br />at this time it is only a proposal. All three holes might not be dug. <br />Ms. Brouillet questioned at what point if the hole(s) become a pond can Rice <br />Creek Watershed District come in and say they are going to delineate? Mr. <br />Asleson stated after 25 years. Mr. Asleson stated this isn't the first time this type <br />of project has been done in the city. <br />Mr. Bourassa stated Rice Creek Watershed District has asked for additional <br />information on this project. MFRA has submitted the information to Rice Creek <br />Watershed District twice. They are reviewing MFRA's material at this time. The <br />material that will be going to be put back in the MFRA analysis shows they will <br />not draw down on the wet land area. <br />Ms. O'Dea asked if the wet land started to dry up is there a way to deal with that? <br />Mr. Bourassa has requested a dewatering permit from the city engineer. <br />Mr. Brown asked how many gallons of water will be retained in the holes. Mr. <br />Bourassa stated he did not know at this time. He stated he believes the pond will <br />be 1/2 the elevation of the existing ground water. Ms. Brouillet questioned if there <br />will be a buffer between the existing lots in Trappers Crossing and this project. <br />Mr. Bourassa stated that they will not be taking any trees. He stated the project <br />will take place approximately 30' from their property lines. <br />Ms. O'Dea asked for motion to approve or deny this project and for staff <br />recommendations. <br />Ms. Bor made a motion to forward with the following staff recommendations: <br />1. Add Rice Creek Watershed District approval. <br />2. Add fencing or other barrier around the property for safety purposes. <br />Ms. Andrzejewski seconded the motion.
