Permit Application No. 07 -002 The Wessel Company <br />411 14. WCA Notice of Wetland Replacement Plan Application, dated <br />January 16, 2007. <br />i <br />15. Letter Addressing Wetland Mitigation Application TEP comments <br />prepared by Hult & Associates, Inc., dated February 2, 2007, <br />received February 12, 2007. <br />Findings: 1. The proposed project entails a 2,060± LF rural section gravel road <br />with one existing single family home and three new single family <br />lots on 25± acres. The site contains a number of large wetlands that <br />are tributary to Rice Creek. <br />2. The project proposes two filtration basins to manage stormwater <br />runoff from the roadway and house lots. The filtration basins satisfy <br />District rate control and water quality treatment requirements. The <br />proposed stormwater features may not satisfy District infiltration <br />standards. Submitted shallow soil borings indicate the presence of <br />sandy soils at proposed septic system sites. Geotechnical soil <br />borings are required to determine depth to water table and substrate <br />materials at the location of the proposed stormwater features. <br />Revised plans and details eliminating or raising basin underdrains <br />are required if suitable soils and groundwater conditions exist. <br />3. Four wetlands are identified in the submitted delineation report. <br />District Wetland Specialist approved the delineation under RCWD <br />Review 04 -048R. The project proposes impacts to 0.096± acres of <br />Type 2 and 3 wetland. Onsite mitigation of 0.096± acres of NWC <br />and 0.096± acres of PVC satisfies WCA standards. The WCA <br />comment period has expired and all TEP comments have been <br />addressed. District staff recommends approval of the wetland <br />replacement plan based on evaluation of the application in light of <br />applicable WCA rules. <br />4. The RCWD regulatory floodplain elevation for the site is 887.5 <br />(Rice Creek at I -35W, 1998 Calibration Study). Proposed low floor <br />elevations satisfy District freeboard standards. Based on visual <br />review of proposed road cross - sections, there is minor floodplain fill <br />at wetland crossings which is more than compensated for via cut for <br />right -of -way swales. <br />5. The submitted erosion and sediment control plan includes silt fence <br />downslope of disturbed areas, revegetation specifications, and an <br />implementation schedule. A revised grading plan including riprap at <br />stormsewer outfalls is required. <br />• 6.
