Adequate separation (3 ") must be <br />shown between the pond bottom and the ordinary high ground water. <br />• A number of wetland, erosion and sediment control, administrative, <br />findings and stipulations as outlined in the CAPROC Attachment. <br />Land Cover <br />The Wessel property is far enough to the West part of Lino Lakes to still be <br />considered to be in the Anoka County sand plain, but close enough to the big <br />woods land type to start seeing Maple Basswood Forest. <br />The Wessel Property vegetation classification consists of: saturated Aspen <br />forest, cattail marsh, cattail marsh - seasonally flooded, long grasses on upland <br />soils, Maple- Basswood forest, mixed emergent marsh- seasonally flooded, <br />seasonally flooded non - native dominated emergent vegetation, short grasses <br />and mixed trees with 4 -10% impervious cover, short grasses on upland soils, <br />short grasses with 28 -50% impervious cover. <br />Rare and Unique Feature Search <br />There are no recorded rare plants or animals on this site. This includes National <br />Heritage plants or animals, or modeled Blandings Turtle habitat areas. Again, <br />there is enough indication that there could be rare plants on part of the property, <br />and the property should be surveyed to verify the presence or absence of rare <br />plants. The area on the Wessel property that would be of concern is indicated on <br />Attachment 10. This area is an area of the property that contains flood plain <br />overlapping Isanti wet soils. Wetland -type rare plants are consistently found in <br />Lino Lakes in this type of eco- system. <br />Wetlands <br />The Routine Assessment wetland report describes the types, amounts and <br />locations of wetlands on the Wessel property. The report also suggests <br />mitigation of affected wetlands on the site. The Moon Marsh site contains 14.18 <br />acres of wetland. According to the Hult report, there are 3.9 acres of Type 3 <br />wetland and 10.2 acres of type 2 wetlands on the site. Mr. Wessel is proposing a <br />2 for 1 mitigation of which half would be public value credits in the form of rain - <br />gardens. Suggested mitigation includes bmp's use during construction and, a <br />SWPPP, and the establishment of an upland buffer around the wetland mitigation <br />basin and natural wetlands to protect their function and value. Suggest placing <br />the buffer of the western most wetland in conservation easement since this forms <br />part of the City Greenway system (Attachment 11). New wetlands constructed <br />on the site as well as buffer areas should be planted with the City native seed <br />mix. <br />
