One document shows the revised rules as they would appear if adopted. <br />The second is a redlined version showing proposed changes from the current rules. In addition, the enclosed <br />"Statement of Need and Reasonableness" (SONAR) is intended to facilitate public review by summarizing and <br />clarifying the proposed changes and the basis for those changes. <br />The current rules were adopted on August 12, 1998. Rule implementation since that time has led to <br />recognition of a number of issues that the rules do not address or do not address clearly. Many of the <br />proposed changes would refine and clarify the present rules. A number of other proposed changes reflect and <br />incorporate new Rice Creek watershed data and more effective approaches to water resource management as <br />they have evolved over the past nine years. The proposed changes are fairly comprehensive and the District <br />encourages the careful review and input of interested parties.' <br />The District invites submission of written comment on the proposed changes. Comments may be <br />submitted by mail, email or fax and must be received by August 1, 2007. Comments on specific provisions in the proposed rules and how they may apply in practice are most <br />useful. Similarly, criticisms are most valuable when accompanied by suggested alternative language or a <br />suggested alternative regulatory approach. <br />In addition to receiving written public comment, the District will hold a public hearing at the Council <br />Chambers, City of Shoreview, at 7:00 p.m. on July 11, 2007, at which time all interested persons will have <br />the opportunity to address the District Board of Managers concerning the proposed revisions.
