• <br />• <br />• <br />RICE CREEK WATERSHED DISTRICT <br />STATEMENT OF NEED AND REASONABLENESS <br />Proposed Revisions to Rice Creek Watershed District Rules <br />June 13, 2007 <br />PUBLIC HEARING WILL BE HELD ON July 11, 2007 <br />I. BACKGROUND <br />This Statement of Need and Reasonableness ( "SONAR ") presents a summary of <br />proposed changes to the following rules of the Rice Creek Watershed District: <br />• Rule A: Definitions <br />• Rule B: Procedural Requirements <br />• Rule C: Stormwater Management Plans <br />• Rule D: Erosion Control Plans <br />• Rule E: Floodplain Alteration <br />• Rule F: Wetland Alteration <br />• Rule G: Bridges and Culvert Crossings <br />• Rule H: Shoreland Development <br />• Rule I: Drainage Systems <br />• Rule L: Variances <br />A number of the proposed changes would simply clarify provisions of the present rules <br />and explicitly incorporate certain interpretations of the rules as they have been <br />consistently applied by District staff. In addition, a number of substantive rule <br />changes are proposed. <br />This document does not note a number of the more minor proposed changes or cover <br />all details of the proposed revisions. The interested reader is directed to the <br />accompanying rule text that shows all proposed changes in redline. <br />The District's present rules were adopted on August 12, 1998. A number of changes, <br />some more substantial and some less so, follow from the District's nine years of <br />experience applying those rules. Many of the proposed changes clarify present <br />standards, incorporate explicitly into the Rules interpretations that have developed <br />
