DRAINAGE EASEMENTS. Applicant will provide <br />easernents—ever-----fieed--plainfor District approval a flowage and drainage easement <br />conveyed to the land use authority over areas of public waters, public ditches, public <br />waters wetlands and other wetlands inundated <br />drainage/flowage—easements- <br />by the 100 -year flood. An easement <br />on a public ditch must be a minimum of 33 feet each side of centerline and specify a <br />District right of enforcement to that minimum width. <br />5. REQUIRED EXHIBITS. The following exhibits must accompany the permit application. <br />One set, full size (22 inches by 34 inches); two sets, reduced to maximum size of 11" inches x <br />17" inches. <br />(a) Site plan showing property lines, delineation of the work area, existing <br />elevation contours of the work area, ordinary high water elevation, and regional <br />flood elevation. All elevations must be reduced to NGVD (1929 datum). <br />(b) Grading plan showing any proposed elevation changes. <br />(c) Preliminary plat of any proposed land development. <br />(d) Determination by a professional engineer or qualified hydrologist of the <br />local 100 -year flood elevation before and after the project. <br />(e) Computation of change in flood storage capacity resulting from proposed <br />grading. <br />(f) Erosion Control Plan. <br />(g) Soil boring results —if—available, if specified by applicable rule provision or <br />requested by the District Engineer <br />EXCEPTION Restoration or stabilization of shoreline, approved by the District <br />as necessary for stabilization, structurally sound and designed to minimize <br />encroachment and alteration of hydraulic forces, is exempt from the <br />compensatory storage requirement of section 3(c)(1). <br />RULE F <br />WETLAND ALTERATION <br />1 POLICY. It is the policy of the Board of Managers to: <br />(a) Achieve no net loss in the quantity, quality, and biological diversity of <br />Minnesota's existing wetlands. <br />(b) Increase the quantity, quality, and biological diversity of Minnesota's <br />wetlands by restoring or enhancing diminished or drained wetlands. <br />(c) Avoid direct or indirect impacts from activities that destroy or diminish the <br />quantity, quality, and biological diversity of wetlands. <br />(d) Replace wetland values where avoidance of activity is not feasible and <br />prudent. <br />DRAFT DOCUMENT <br />26 <br />• <br />• <br />• <br />
