• <br />• <br />• <br />MEMORANDUM <br />November 20, 2007 <br />To: Environmental Board <br />Economic Development Advisory Committee <br />From: Jeff Smyser <br />Subject: Spotlight on 2030 <br />Comprehensive Plan Update <br />The City has entered the third step of an innovative planning process with the updating of <br />its comprehensive plan. Recall that it began with step one, a citizen survey in spring of <br />2006. Step two was a citizen - driven visioning process that was completed early 2007 <br />with the 2030 Vision Plan. The Vision Plan, in turn, serves as the foundation for step <br />three: the comprehensive plan. The comprehensive plan will guide decisions about <br />development of the city for the next twenty years. <br />The Comprehensive Plan Advisory Panel has made good progress. At the November 7th <br />meeting, we complete the draft Proposed Land Use Plan. This map depicts the vision for <br />"full build out" of the city. When this might happen is unknown. Consultants and staff <br />now are in the process of analyzing a draft staging plan. We need to provide for future <br />growth at a reasonable rate and fulfill Metropolitan Council requirements for average city <br />wide density. The growth staging will be based on projected household growth, the <br />provision of municipal utilities (water and sanitary sewer), and transportation and other <br />infrastructure. The staging map will determine what areas of the city will be planned for <br />growth up to year 2030. Beyond that, we will designate additional land as "urban <br />reserve ". <br />There will be an open house for the entire community on December 4th at City Hall. This <br />will be an opportunity for everyone to learn more about the comprehensive plan project <br />and provide important community ideas. Information about the open house was included <br />in the city newsletter. More information about the history and status of the project can be <br />found on the City's website. <br />
