Cut - Through Traffic <br />Given the existing roadway system, site - related traffic could cut - through the existing neighborhood <br />to the west of the proposed development by traveling west on 62nd Street, north on Ware Road, and <br />then west on Linda Avenue to gain access to Hodgson Road. However, due to the nature of the <br />roadway alignment -- reverse turns -- there does not appear to be a time - saving benefit to use Linda <br />Avenue. Therefore, since there does not appear to be a significant time - saving benefit for traffic to <br />use Linda Avenue, there should be few (if any) vehicles cutting through on Linda Avenue. <br />If West Shadow Lake Drive is extended, either to 62nd Street or to County Road J, site - generated <br />traffic may use this facility to travel to and from Birch Street. As previously mentioned, 6 percent <br />of the a.m. peak hour traffic and 8 percent of the p.m. peak hour traffic generated by the site may be <br />expected to use the extended West Shadow Lake Drive. During the a.m. peak hour, this would <br />correspond to an estimated 3 vehicles (1 southbound, 2 northbound), or equal to approximately <br />1 vehicle every 20 minutes. An estimated 4 vehicles (3 southbound, 1 northbound), or roughly one <br />vehicle every 15 minutes, would use an extended West Shadow Lake Drive north of 62nd Street. <br />While not specifically included in the scope of this study, a preliminary investigation was conducted <br />of the traffic generated by the Shenandoah, Park Grove, and Birch Wood Acres Additions, which <br />may utilize an extended West Shadow Lake Drive to 62nd Street and/or Ash Street. It is estimated <br />that the existing Shenandoah, Park Grove, and Birch Wood Acres Additions have the potential to <br />add an additional 50 trips during the a.m. peak hour and 70 trips during the p.m. peak hour to an <br />extended West Shadow Lake Drive. <br />Given this preliminary estimate, it is anticipated that the increase in traffic along an extended West <br />Shadow Lake Drive due to existing development would be greater than the traffic due to the <br />proposed development along 62nd Street. <br />Roadway Construction <br />With regard to the impact of the proposed Miller's South Glen with or without the influence of <br />potential area development, the traffic generated by the development(s) will not change the pavement <br />design of the roadway. The need to upgrade the existing roadway pavement design would therefore <br />be a product of age, deterioration, and/or the desired type of vehicles using the roadways and not one <br />of increased traffic due to the proposed development. <br />Summary <br />Based on the anticipated traffic volumes, the existing roadway system, and the existing roadway <br />geometrics, the proposed Miller's South Glen -- without or with the potential area development -- <br />will not require any additions or changes to the public roadway system. <br />Miller's South Glen A- LINOL9709.00 <br />Lino Lakes, Minnesota Page 5 <br />
