COUNCIL MINUTES JANUARY 11, 1999 <br />Mayor Sullivan reminded those present of the guidelines for audience participation in City <br />Council meetings, emphasizing the need for respectful dialog. <br />OPEN MIKE <br />Mayor Sullivan announced the City is very pleased to have Ms. Linda Waite Smith as the new <br />City Administrator. Ms. Waite Smith previously worked for the City of Minneapolis and the <br />City of Ramsey. <br />Mayor Sullivan announced that the Early Childhood Development Center has opened. The dollars can be used to benefit low and moderate income <br />residents or to clean-up slum and blighted areas of the City.
