meter accuracy decreases over time due to wear. Inaccurate meters record less flow than <br />is actually occurring which results in the city losing water revenue. Accurate meter <br />readings allow for better reporting and tracking of water use. Increasing the accuracy of <br />water meter readings will also reduce the amount of unaccounted water which is a <br />consideration when applying for water appropriations permits with the DNR. <br />Potential Revenue Source — Possible to read meters for Circle Pines Gas. This <br />arrangement would also decrease installation costs by 50 %. <br />Sump Pump Inspections — Installation of MIU's would allow us to conduct sump pump <br />inspections at a minimal cost ($5 per home). The city currently spends thousands of <br />dollars annually for unnecessary sewage treatment charges from the Met Council. <br />Reducing the number of illegal sump pump connections throughout the city will <br />significantly reduce this unnecessary cost. Unnecessary I and I results in excessive wear <br />on lift station components such as pumps and starters. <br />Monitors Unusual Readings — The Phone Read system red flags unusual readings which <br />may be a result of tampering or leaks. <br />Eliminates Future Costs - City will not have to incur expense of converting homes yet to <br />be built. Builders would be required to install the MIU. <br />Flexibility to Increase Frequency of Billing - If so desired, the city can increase the <br />frequency of utility billing at no additional cost except for postage, processing, etc. <br />Disadvantages <br />Significant up -front cost to convert existing accounts to automatic meter reading. <br />Will have to retrieve data by the current method if telephone is disconnected. <br />OPTIONS <br />1. Authorize staff to begin conversion to automatic meter reading system. <br />2.
