Memorandum <br />DATE: March 4, 1999 <br />TO: Mary Kay Wyland <br />FROM: John Powell, City Engineer <br />RE: Clearwater Creek 3rd Addition <br />I have reviewed the Preliminary Grading and Preliminary Utility Plans dated <br />February 22, 1999 which have been prepared for the proposed subdivision by <br />Midwest Land Surveyors and Civil Engineers, Inc. My preliminary comments are <br />as follows: <br />1. A permit must be obtained from Anoka County for the connection to Otter <br />Lake Road (County Road No. 84). <br />2. The standard street section shows LaCasse Drive, Clearwater Creek Drive, <br />and Street B as being 32 feet wide from gutter to gutter. This should be <br />revised to show them as being 32 feet wide from back to back of curb. It also <br />appears the developer is requesting flexibility, for the width of the roadway on <br />the remaining streets. The developer has not provided a reason for this <br />change and it is not apparent from the plan whether this is to reduce drainage <br />or to minimize the grading impact on adjacent lands. <br />3. All cul-de -sacs must be constructed according to City standard. <br />4. Hydraulic and hydrologic computations must be submitted for review. <br />5. Rice Creek Watershed District permits must be obtained prior to grading. <br />6. If the project is to be implemented in phases, this should be shown. <br />I will provide additional comments as more details become available.
