Rezoning, PDO Development Plan <br />Outlot B Apollo Business Park No. 2 <br />April 12, 1999 <br />page 7 <br />One of the P & Z's conditions of approval was that staff meet with representatives of the <br />applicant and the clinic to resolve the concerns. Staff has had numerous conversations <br />with the applicant. Staff met with representatives of the clinic on March 25. The clinic <br />representatives remain opposed to the rezoning. <br />Planning & Zoning Board Action <br />The P & Z approved the project at its March 10 meeting with a list of conditions. The P <br />& Z supported the project while acknowledging that the clinic should not have to share <br />the driveway access. The Board also wanted significant screening between the <br />properties. Staff did not put the project on the next City Council meeting to allow time to <br />discuss the issues and design ways to fulfill some of the conditions. <br />Conditions of Approval <br />The following conditions of approval were approved by P & Z for the PDO development <br />plan: <br />1. Only uses that are permitted uses in an LI zoning district will be part of this PDO. <br />2. A new landscaping plan, which includes significant screening along the clinic <br />property boundary, must be submitted and obtain approval from City staff. <br />3. A lighting plan must be submitted and obtain approval from City staff <br />4. Trash areas must be screened. Plans for the fencing or walls must be submitted and <br />approved by City planning and building staff before building permits are issued. <br />5. A minimum of 20% of the site shall be green space. <br />6. Prior to issuance of building permits, building and lighting plans must be reviewed by <br />the City CSO for CEPTED review. <br />7. Any signage shall conform to the sign ordinance and proper permits obtained. <br />8. Proper building permits must be obtained prior to any construction and 1% of the <br />construction costs must be put in escrow to insure completion of all site <br />improvements. <br />
