AGENDA ITEM 6L STAFF ORIGINATOR: John Powell, City Engineer DATE: April 20, 1999 TOPIC: Resoiution°■o. 99 29, Accept Bids and Award Construction Contract, Lake Drive Trunk Utility Improvements-Phase 2 VOTE REQUIRED: Simple Majority BACKGROUND: The City Council approved the plans and specifications for this project on February 22, 1999. Sealed bids were received and opened on Tuesday, March 23, 1999, for the Lake Drive Trunk Utility -Phase 2 Project. City Council action is required to award a construction contract to the lowest responsible bidder. Company Bid Amount S. J. Louis Construction, Inc. S. R. Weidema, Inc. Northdale Consturction Richard Knutson, Inc. Barbarossa and Sons Arcon Construction Kenko, Inc. $ 1,991,329.71 $ 2,063,076.92 $ 2,098,412.34 $ 2,189,173.98 $ 2,204,061.88 $ 2,308,296.09 $ 2,335,617.37 Engineer's Estimate $ 2,259,723.00 The low bid is approximately 11% below the Engineer's Estimate for this project. A copy of the complete bid tabulation and the recommendation for award of the contract is attached. Funding for the project will be through special assessments levied against benefiting properties as property owners connect to the utility system and the City's Area and Unit Fund. The special assessments are calculated following the Lino Lakes Public Improvement Financing Policy. The proposed schedule for the project is as follows: Council Awards Bid April 26, 1999 Construction Begins June 15, 1999 Utility Construction Complete September 1, 1999 All Construction Complete November 1, 1999 OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution Number 99 -29, accepting bids and awarding a construction contract to S. J. Louis, Inc. for the Lake Drive Trunk Utility -Phase 2 project. 3. Not adopt Resolution No. 99 -29. RECOMMENDATION: Staff recommends that Resolution Number 99-29 be adopted
