Drainage and utility easements to be held by the City shall cover all wetlands and <br />drainage ways subject to approval of the City Engineer. This includes lot line <br />easements as required by the City Subdivision Regulations. <br />8. The applicant shall grant a permanent open space easement to the City for a buffer <br />strip 40 feet in width around the large wetland. No buildings shall be allowed in the <br />buffer strip and the easement shall address vegetation and other management issues. <br />9. A development agreement will be required. <br />10. Standards not specifically addressed in the development plan will be those in the <br />Zoning Ordinance. <br />11. Buyers shall be notified by the developer of the wetland buffer easement. <br />12. Developer shall provide safe passage to connect the north end of the trail to the road <br />pavement. Design shall obtain approval of the City Engineer. <br />13. A tree preservation plan shall be prepared in cooperation with the City Forester. <br />OPTIONS <br />1. Approve amendment to Comprehensive Plan, from Rural to Single Family <br />Residential, including MUSA from MUSA reserve, based on the finding that the <br />project meets the criteria as described in this report. <br />2. Approve rezone to PDO Preservation Development Plat based on the findings in this <br />report and with conditions outlined above. <br />3. Approve Preliminary Development Plan/Plat with conditions outlined above. <br />4. Return to staff for further consideration. <br />RECOMMENDATION <br />Options 1, 2, 3 <br />
