MEETING DATE: <br />TOPIC: <br />AGENDA ITEM :6 C <br />Jeff Smyser <br />May 10, 1999 <br />PUBLIC HEARING, Amending City Code Section 700 <br />FIRST READING, Ordinance 13 -99 <br />Liquor Licenses and Fees <br />CITY COUNCIL ACTION: 3/5 vote <br />BACKGROUND <br />In August 1998, the City adopted an interim ordinance establishing a moratorium on new <br />liquor licenses. The moratorium expired February 20, 1999. The purpose of the <br />moratorium was to allow the City to assemble background information, study the issues, <br />and prepare recommendations for amendments to official controls. The attached report <br />was prepared to fulfill that purpose. <br />The report addresses the current liquor code, zoning issues, and includes 13 <br />recommendations. The draft ordinance at the end of the report incorporates <br />recommendations one through seven. Other recommendations are to consider and discuss <br />certain topics. Desired actions that come out of the discussions could be added to the <br />liquor ordinance if appropriate. Three recommendations in the report pertain to the <br />Zoning Ordinance. <br />Proposed changes to the liquor code include taking the liquor license fees out of the code <br />and making a separate fee schedule. The City then could amend the fees without going <br />through the whole process of an ordinance amendment. Resolution 99 -38, attached, <br />should be adopted with the second reading of Ordinance 13 -99. <br />The City Clerk has been researching liquor fees. At this time, staff is recommending <br />leaving the fees at the current levels. However, the fees should be increased before <br />January 2000 when the liquor licenses are up for renewal. <br />OPTIONS <br />1. ' Approve first reading of Ordinance 13 -99. <br />2.
