Zoning Ordinance and Future Development <br />The current Zoning Ordinance allows for on- and off -sale liquor as follows: <br />Zoning District <br />Neighborhood Business NB <br />• <br />neither on -sale nor off -sale are allowed <br />Limited Business LB <br />• <br />neither on -sale nor off -sale are allowed <br />• <br />clubs as conditional uses, potential for <br />liquor license <br />General Business GB <br />• <br />on -sale and off -sale are permitted uses <br />• <br />restaurants and hotel /motel permitted uses, <br />potential for liquor license <br />Central Business CB <br />• <br />on -sale and off -sale are permitted uses <br />• <br />restaurants and hotel /motel permitted uses, <br />potential for liquor license <br />Shopping Center SC <br />• <br />on -sale and off -sale are permitted uses <br />• <br />restaurants and hotel/motel permitted uses, <br />potential for liquor license <br />Light Industrial LI and <br />• <br />permitted uses include "any use permitted <br />General Industrial GI <br />in a Commercial District that will not <br />interfere with proper development of a <br />Light Industrial District ": potential for <br />liquor license <br />Single Family Residential R -1 <br />• <br />golf courses and country clubs are <br />Single Family Executive R -1X <br />conditional uses: potential for liquor <br />Two Family Residential R -2 <br />licenses <br />Medium Density Resid. R -3 <br />High Density Resid. R -4 <br />Lino Lakes is in the process of preparing a major Comprehensive Plan update which <br />includes establishing the area of the Town Center. The Town Center, which surrounds <br />the I- 35W/Lake Drive interchange, is planned as the civil and activity center of Lino <br />Lakes. It likely will include restaurants and possibly a motel. <br />In addition to the Town Center area, the I- 35E/Main St. interchange is planned as a major <br />commercial and industrial development area. Both areas are noted on the attached map. <br />It is important to examine how, and if, the Zoning Ordinance allows uses desired in <br />specific districts and prohibits undesirable uses. For example, a restaurant will likely <br />need a liquor license in the Town Center and the I -35E commercial area. Therefore, we <br />should zone these areas properly to allow for liquor licenses, and consider reserving <br />several on -sale liquor licenses for these two areas. <br />Liquor Licenses and Land Use Issues May 3, 1999 page 3 <br />
