MEETING DATE: May 24, 1999 <br />TOPIC: - Comprehensive Plan Amendment and Interim MUSA <br />- Rezone to Planned Development Overlay <br />- Preliminary Development Plan/Plat <br />Peregrine Pass, Holly Drive and 12th Ave. <br />CITY COUNCIL ACTION: 4/5 vote Comprehensive Plan Amendment & MUSA <br />4/5 vote Rezone to Planned Development Overlay <br />3/5 vote Preliminary Development Plan/Plat <br />BACKGROUND <br />Steve Arndorfer of SMA Construction has submitted a plan to develop his 7.4 -acre site <br />He is calling the project Peregrine Pass. The project is going through the City's new <br />Preservation Development process. The plan approved by the Planning & Zoning Board <br />April 14 was for ten residential lots. After City Council discussion at the work sessions <br />on April 21 and May 5, it has been reduced to nine lots. The applications include an <br />amendment to the existing Comprehensive Plan including allocating MUSA from the <br />existing reserve, a rezoning to planned development overlay, and approval of the <br />preliminary plat. <br />This report is based on the following submittals: <br />Revised Preliminary Plat 5/13/99 <br />Revised Preliminary Grading Plan 5/14/99 <br />Revised Preliminary Utility Plan 5/14/99 <br />Project Narrative, PDO received 3/23/99 <br />Park Dedication Narrative received 3/23/99 <br />The existing 1990 Comprehensive Plan land use map guides the site for Rural use. The <br />draft 1998 Plan guides the site for low density sewered residential use The draft Plan <br />shows the site in a stage 1 growth area An amendment to the existing Plan is needed to <br />allow this development and to allocate MUSA from the MUSA reserve. If the draft 1998 <br />Plan is approved, the Plan amendment will be unnecessary. <br />The site is zoned rural. A Planned Development Overlay is a rezoning. When approved <br />by the City Council, the site will be shown as PDO on the zoning map. This is the first <br />reading of the rezoning ordinance. The second reading would be at the June 14 City <br />Council meeting. <br />
