AGENDA ITEM 5C <br />STAFF ORIGINATOR: John Powell, City Engineer <br />DATE: May 18, 1999 <br />TOPIC: Resolution No 99-40, Order Preparation of Feasibility Study <br />Nancy Drive Sanitary Sewer and Water Improvements <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />As part of the Lake Drive Trunk Utility improvements, City utilities will be <br />extended along Lake Drive and 79th Street which would be available for <br />extension into Nancy Drive. Earlier this year, property owners along Nancy Drive <br />requested that the City consider installation of sanitary sewer and water service <br />to their properties. On May 12, 1999, a neighborhood meeting was held at the <br />City Hall to discuss the Public Improvement process, the City Charter, and <br />preliminary estimates of what the assessment amounts might be for this type of <br />improvement. We also discussed the application of the "Bisei" Amendment to <br />their properties and that the maximum assessment to their property is limited by <br />the increase in value of their property due tot he improvement. This meeting was <br />attended by ten residents from the area <br />After the neighborhood meeting, the City received a petition requesting sanitary <br />sewer and water service which was been signed by ten property owners along <br />Nancy Drive. This petition was referred to the City Clerk for her review. A <br />Feasibility Study is necessary to determine more detailed construction costs, <br />assessments, and to evaluate construction alternatives for the extension of utility <br />service to this area We also recommend combining the Nancy Drive study with <br />the study for the Vicky Lane utility improvements. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No 99-40 ordering the preparation of a Feasibility Study for <br />the Nancy Drive Sanitary Sewer and Water Improvements. <br />RECOMMENDATION: <br />Staff recommends that Resolution No 99-40 be adopted. <br />
