AGENDA ITEM 5C STAFF ORIGINATOR: John Powell, City Engineer DATE: May 18, 1999 TOPIC: Resolution No 99-40, Order Preparation of Feasibility Study Nancy Drive Sanitary Sewer and Water Improvements VOTE REQUIRED: Simple Majority BACKGROUND: As part of the Lake Drive Trunk Utility improvements, City utilities will be extended along Lake Drive and 79th Street which would be available for extension into Nancy Drive. Earlier this year, property owners along Nancy Drive requested that the City consider installation of sanitary sewer and water service to their properties. On May 12, 1999, a neighborhood meeting was held at the City Hall to discuss the Public Improvement process, the City Charter, and preliminary estimates of what the assessment amounts might be for this type of improvement. We also discussed the application of the "Bisei" Amendment to their properties and that the maximum assessment to their property is limited by the increase in value of their property due tot he improvement. This meeting was attended by ten residents from the area After the neighborhood meeting, the City received a petition requesting sanitary sewer and water service which was been signed by ten property owners along Nancy Drive. This petition was referred to the City Clerk for her review. A Feasibility Study is necessary to determine more detailed construction costs, assessments, and to evaluate construction alternatives for the extension of utility service to this area We also recommend combining the Nancy Drive study with the study for the Vicky Lane utility improvements. OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution No 99-40 ordering the preparation of a Feasibility Study for the Nancy Drive Sanitary Sewer and Water Improvements. RECOMMENDATION: Staff recommends that Resolution No 99-40 be adopted.
