AGENDA ITEM 5J STAFF ORIGINATOR: John Powell, City Engineer DATE: June 8, 1999 TOPIC Resolution No 99-46 - Approve Plans and Specifications and Authorize Advertisement for Bids, Construction Laborer's Training Facility Utility Extension. VOTE REQUIRED: Simple Majority BACKGROUND: The Construction Laborer's Training Facility located on the southwest comer of Main Street /Elmcrest Avenue is constructing an addition to their building and other site improvements. As part of this expansion they are proposing to connect to City sanitary sewer and water facilities. The closest City utilities are located at the intersection of Main Street and the realigned Otter Lake Road. The utilities can be extended along the south side of Main Street to serve the Training Facility. We requested a quote from the Otter Lake Road contractor to complete these improvements through a Change Order to their existing contract. After reviewing the contractor's proposal, we recommend advertising for bids in an effort to reduce the cost of the proposed improvements. Funding for the project will be through special assessments levied against the Construction Laborer's Training Facility, and the City's Area and Unit Fund. The special assessments are calculated following the Lino Lakes Public Improvement Financing Policy. The proposed schedule for the project is as follows: Council Approves Plans June 14, 1999 Bid Opening Council Awards Bid Construction Begins Substantial Completion July 9, 1999 July 12, 1999 July 19, 1999 August 6, 1999 OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution Number 99-46 approving the plans and specifications and authorizing advertisement for bids for the Construction Laborer's Training Facility Utility Extension. 3. Not adopt Resolution No 99-46. RECOMMENDATION: Staff recommends that Resolution Number 99-46 be adopted.
