I <br />AGENDA ITEM 4 A <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: July 26, 1999 <br />TOPIC: Oasis Market /Amoco, 7509 Lake Drive, Amended <br />Conditional Use Permit <br />VOTE REQUIRED: Simple Majority <br />DESCRIPTION: <br />The City Council reviewed this amended conditional use permit at their June 28, 1999 <br />meeting and recommend tabling the request until the conditions of approval could be met. <br />Those conditions included the following: <br />1. Proper permits are obtained from all affected agencies. <br />2. Overnight parking of any vehicles is prohibited and truck/trailer parking is limited to two (2) <br />hour maximum. A sign shall be posted on the rear parking lot and within the building indicating <br />such. "No Overnight Parking" signs shall be placed at each entrance. <br />3. The ponding area shall be cleaned and restored to its original contours. <br />4. Conditions 2 & 3 shall be completed prior to full functioning of the two (2) new pump islands. <br />5. Site lighting shall conform to the requirements of the Zoning Ordinance in relation to light and <br />glare. <br />6. Conditions 1 through 8 of the original permit granted May 11, 1992 shall be made a part of this <br />permit. <br />7. Reflective shielding for the light fixtures shall be installed which meet or exceed the City <br />Ordinance and are acceptable to the adjoining property owners. <br />On Monday, July 19, 1999 I met with Mr. Dan Price, Facilities Manager at the Oasis <br />Market. To date they have installed signs on the front and rear doors of the building <br />indicating that there will be no overnight parking and that a 2 hour limit on the <br />truck/trailer parking will be enforced. Permanent signs will be delivered July 23rd and <br />installed on the doors, at both entrance drives, and on the rear parking lot. Thirty (30) <br />light shields will be installed on the canopy and southern pole lights on July 23rd. We <br />will receive an updated lighting survey upon completion of this work. A survey of the <br />ponding area is scheduled for July 28th to determine the integrity of the ponding area and <br />will include an environmental analysis of the pond. A letter from Amoco's <br />environmentalist will be provided prior to the City Council Meeting. <br />Staff has received two letters from local residents requesting the use of this facility as a <br />"truck stop" which would allow extended parking. Oasis Market would like the City <br />Council to consider this designation. They would propose limiting this parking to non- <br />refrigerated trailers and prohibit idling tractors. Staff would suggest a new Public <br />Hearing to review this proposal if the Council feels extended parking may be appropriate <br />
