AGENDA ITEM 4 E <br />STAFF ORIGINATOR: Mary Kay Wyland <br />MEETING DATE: July 26, 1999 <br />TOPIC: <br />Rehbein Transit Inc., 6298 Hodgson <br />Road, Amended Conditional Use Permit and Site Plan <br />Review <br />VOTE REQUIRED: Simple Majority <br />DACKGRQUNDt <br />Rehbein Transit Inc. is requesting an Amended Conditional Use Permit and Site Plan <br />Review to allow the construction of a 14 x 26 addition to the rear of their office /shop <br />building. The 364 square foot addition will be used as a dispatch office. The property is <br />Zoned GB, General Business, and bus barns have been included in this district as a <br />conditional use permit to accommodate this facility which has been on the site since the <br />early 1960's. A previous ACUP allowed the construction of an additional bus barn on the <br />site, however, the applicant has indicated that with the new diesel school buses, outdoor <br />parking works best. Therefore, that construction plan has been Scrapped. <br />Staff has reviewed the site and found that the proposed construction meets with the <br />setback requirements of the ordinance. The addition will be constructed of stacked <br />modular block to match the office building with asphalt shingles and metal fascia. The <br />exterior will be painted to match the existing buildings. No additional exterior lighting is <br />indicated on the plan. Staff has received some complaints concerning the existing site <br />lighting and would recommend that exterior lighting be shielded and directed downward. <br />The current flood lights on the building do not appear to be directed downward and may <br />be more obtrusive that shielded pole lights. A lighting plan should be submitted for staff <br />review and comment. <br />Staff would also comment that the trash handling area should be screened from the street <br />right -of -way and adjoining properties. A dumpster currently sits between the two <br />buildings on the site. <br />The Fire Chief has reviewed the site plan and indicated that an addition to the building <br />will require the entire building to be sprinkled and may require a hydrant to be located on <br />the property. <br />In summary we would recommend approval of this Amended Conditional Use Permit and <br />Site Plan with the following conditions: <br />
