AGENDA ITEM 5J - 5T STAFF ORIGINATOR: John Powell, City Engineer COUNCIL MEETING DATE: September 13, 1999 TOPIC: Consideration of Resolutions Declaring Costs to be Assessed and Order Preparation of Proposed Assessment VOTE REQUIRED: Simple Majority BACKGROUND: Eleven (11) projects have progressed to the point where assessment rolls can be prepared. Costs for each improvement have been calculated by the City Engineer. Resolutions have been prepared ordering the preparation of the assessment rolls. State Statutes and the Lino Lakes City Charter require a formal resolution ordering preparation of an assessment roll for each improvement project. The developer installed improvement projects to be assessed are as follows: Pheasant Hills Preserve 9th Addition Trapper's Crossing 2"d Addition Pheasant Hills Preserve 10th Addition Surtside Addition Behm's Century Farm 5'" Addition Gemini Estates Clearwater Creek 31'd Addition Highland Meadows East The Centennial Middle School Improvements are included in order to assess a property which benefited but was not assessed with the other benefiting properties. The 35W/TH49 Trunk Improvements are being assessed this year as the assessment process was terminated after the Public Hearing when the project was assessed in 1997. The Lakes Addition Street Reconstruction is the other project proposed to be assessed. Each resolution will require a separate vote of the City Council. OPTIONS: 1. Adopt separate motions for each resolution. 2. Retum to staff for further review. RECOMMENDATION: Staff recommends Option No. 1, the adoption of the resolution for each project.
