• <br />• <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Brian Wessel <br />DATE: 9/13/99 <br />TOPIC: Consideration of Livable Communities Demonstration <br />Account Contract with Calthorpe Associates and Gibbs <br />Planning Group <br />BACKGROUND: <br />In November of 1998, the city council approved a contract with Calthorpe <br />Associates of Berkeley, California to begin work on refining the master plan for <br />The Village as a demonstration of a pedestrian oriented, mixed use <br />development. The costs for this planning effort is paid through the Metropolitan <br />Council's Livable Communities grant funding. <br />We have spent many months completing the first phase of this planning effort <br />with Calthorpe Associates. With this funding, we were also able to complete a <br />housing study and environmental inventory, and the results are being <br />incorporated into the master plan. <br />During this stage of planning it became evident that the shopping center needed <br />the same level of planning detail to maximize the economic development <br />potential of the Lino Lakes Town Center. Matt Taecker from Calthorpe <br />Associates was here Aug. 30 -31 for a public workshop and developer /landowner <br />meetings. The visit was very productive and will help direct the outcome as he <br />finalizes the master plan for both quadrants of the interchange. <br />The development of design standards as a mechanism to ensure implementation <br />of the master plan is in progress. We expect the design standards will be ready <br />for planning & zoning review in January. <br />A revised contract is necessary to reflect the increase in scope to include the <br />master plan and design standards for the shopping center site. In addition, <br />Calthorpe Associates has recommended we hire Gibbs Planning Group, <br />specialists in retail development and new town planning, to perform a market <br />S analysis and design review for retail development. All the above services will be <br />paid for within the original $220,000 grant stipulation. <br />
