AGENDA ITEM 5D <br />STAFF ORIGINATOR: Mary Kay Wyland <br />DATE: <br />September 27, 1999 <br />TOPIC: Pierre & Norma Nadeau, 6644 20th Avenue, Minor <br />Subdivision <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />Mr. and Mrs. Pete Nadeau own approximately 76.97 acres at the south east corner of 20th <br />Avenue and Cedar Street. They are requesting a minor subdivision that would create two <br />parcels, Tract A would be 66.97 gross acres, Track B would consists of 10 gross acres <br />and contain the existing homestead. The property is Zoned Rural and indicated as Rural <br />in the existing Comprehensive Plan. The "Draft" Comprehensive Plan guides this area for <br />Low Density/Medium Density Residential along 20th Avenue and Medium Density <br />Residential along 35E. A trunk water line exists on 20th Avenue. <br />The Nadeau's would like to retain their existing homestead and sell the balance of the <br />property for future development. Staff has reviewed the request and finds that the <br />proposed subdivision meets with the requirements of the Zoning Ordinance. Tract B, <br />containing the existing home, will have 530 feet of frontage along 20th Avenue and <br />contain the minimum required 10 acres. The Ordinance requires a minimum lot width of <br />330 feet. Tract A will contain 716 feet of frontage along 20th Avenue and 205 feet of <br />frontage along Cedar Street. Anoka County will require the dedication of additional <br />right-of-way along 20th Avenue (County Road 54). Staff would recommend the final <br />survey document include this additional right -of -way and provide a 10 acre parcel <br />exclusive of right -of -way. We would suggest the following conditions of approval: <br />1. A document is prepared by the applicant dedicating the required additional <br />right -of -way to Anoka County for the future reconstruction of 20th Avenue (Co. <br />Rd. 54). <br />2. The Survey Document indicate a 10 Acre parcel for Tract B which is <br />exclusive of any road right-of- -way. <br />3. Park Dedication is assumed collected on the existing homestead, Park <br />Dedication on the remaining Tract A shall be deferred until future development <br />occurs. <br />
