AGENDA ITEM NO. 5A <br />STAFF ORIGINATOR: Rick DeGardner, Public Services Director <br />DATE: October 20, 1999 <br />TOPIC: Consideration of purchasing 67 acres of land for future <br />athletic complex <br />Vote Required: Simple Majority <br />BACKGROUND: <br />Staff has spent the past 9 months attempting to secure land for a future athletic <br />complex. After considerable discussion with Mr. Montain, we have reached an <br />agreement to acquire 62 acres of land for $850,000. Recently, Mr. Molitor has <br />agreed to sell 5 acres of land for $75,000, which is adjacent to the Montain property. <br />Both are contingent upon city council approval. <br />Jeff Schonebauer and I have created a concept plan to demonstrate how the <br />proposed acquisition may function as an athletic complex Obviously, more <br />discussion with youth sports associations and the general public will be held to <br />determine the actual design and layout of the athletic complex prior to construction. <br />Attached is pertinent information to demonstrate the research, process, and <br />discussion that has taken place which has resulted in staff 's recommendation to <br />purchase the Montain/Molitor parcel. <br />• History of pursuing land for athletic complex <br />• Evaluation sheet of Montain property <br />• Concept plan <br />• Analysis from Jeff Schonebauer, Brauer and Associates <br />• Letter sent to area residents <br />• Summary of support <br />• Details of proposed land acquisition <br />• Impact of developing athletic complex <br />The Planning and Zoning Board, Park Board, and Environmental Board have <br />reviewed the proposal and unanimously support the city's acquisition of land for an <br />athletic complex at this location. Public informational meetings were held on <br />October 11th and 19th. All attendees indicated support of the proposed acquisition. <br />The funding source for the land acquisition is the Area and Unit fund. The proposed <br />purchase agreement provides for the NMontain property to be paid in annual <br />installments through 2002. The Molitor parcel will be paid with a lump sum payment <br />
