IT UES RELATIVELY CLOSE TO THE POPULATION CENTER SINCE <br />ATHLETIC COMPLEX MUST BE LOCATED OUTSIDE MUSA. <br />SITE, SIZE, SHAPE, AND ORIENTATION <br />ARE THESE CONDUCIVE TO THE TYPE OF <br />FACILT77ESPROGRAMMED FOR THIS SITE ?" <br />THE SITE IS APPROXIMATELY 67 ACRES IN SIZE, IN WHICH ABOUT 6 ARE CLASSIFIED AS <br />WETLANDS. ANOTHER TWO ACRES FALLS WITHIN A PUBLIC UTILITY EASEMENT. ITS <br />SHAPE, SIZE, AND ORIENTATION ARE SUITABLE FOR THIS TYPE OF USE. ALTHOUGH THE <br />LOCATION OF THE WETLANDS DO POSE SOME CONSTRAINTS ON FACILITY DESIGN AND <br />LAYOUT, IT 15 NOT PERCEIVED TO BE A MAJOR CONCERN. <br />TOPOGRAPHY <br />"WILL SLOPES AND DRAINAGEPATTERNS <br />INHIBIT DEVELOPMENT?" <br />WITH THE EXCEPTION OF A MODERATE RAVINE BETWEEN THE WETLANDS ON THE <br />NORTH END OF THE SITE, EXISTING GRADES AND TOPOGRAPHICAL CHANGES SHOULD <br />NOT POSE MUCH OF A CONSTRAINT ON DEVELOPMENT. THE MILDLY ROWNG <br />CHARACTER OF THE NORTH AND SOUTH ENDS OF THE SITE SHOULD ALLOW FOR <br />FACILITY LAYOUT AS WELL AS PROPER DRAINAGE. <br />SOILS <br />"ARE SUBSOILS AND TOPSOILS SUITABLE FOR <br />THIS TYPE OF DEVELOPMENT? WLL THE WATER <br />TABLETNTERFERE WITH DEVELOPMENT?" <br />MOST OF THE HIGHER, NON - WETLAND AREAS HAVE LOAMY, LOAMY FINE SAND, AND <br />FINE SAND SOILS. ALTHOUGH TOPSOIL IS UNITED, THE SUBSOILS ARE ACCEPTABLE <br />FOR THIS TYPE OF DEVELOPMENT. <br />VEGETATION /WETLANDS <br />"WILL VEGETA77ONPROVTDEBUFFERTNG? WILL <br />ATCONFL .ICTW#77TS/TEDEVELOPMENT? WILL <br />WETLAND INTERFERE WITH SITE <br />DEVELOPMENT?" <br />AS STATED, ABOUT 6 ACRES ARE CLASSIFIED AS WETLANDS, WHICH ARE PROTECTED. <br />ALTHOUGH THEY DO POSE A DEVELOPMENT LIMITATION, IT IS FEASIBLE TO <br />INCORPORATE THEM INTO THE DESIGN, ESPECIALLY WITH RESPECT TO STORM WATER <br />CONTROL AND, TO SOME DEGREE, SITE AESTHETICS. IN ADDITION TO THE WETLANDS, <br />SOME ACREAGE IS COVERED BY TREES AND OTHER WOODY VEGETATION. FOR THE <br />MOST PART, THESE AREAS COULD BE RETAINED TO HELP SOFTEN THE AESTHETICS OF <br />THE SITE. THEY SHOULD NOT POSE ANY SIGNIFICANT IMPACT ON DEVELOPMENT - <br />ALTHOUGH IT SHOULD BE EXPECTED THAT SOME REMOVAL WILL BE NECESSARY TO <br />ACCOMMODATE FACIUTY LAYOUT. THE REMAINDER OF THE SITE IS EITHER USED FOR <br />AGRICULTURE OR LYING FALLOW. <br />VEHICLE ACCESS <br />' 7S7HEST7EACCESSIBLEFROMAR7ERTAL OR <br />COLLECTORSTREETS?" <br />VEHICULAR ACCESS 15 VERY GOOD. BIRCH STREET PROVIDES ACCESS ON THE NORTH <br />SIDE OF THE SITE. CENTERVILLE ROAD PROVIDES ACCESS ON THE WEST SIDE. SINCE <br />BOTH OF THESE ROADS PARALLEL THE FULL LENGTH AND WIDTH OF THE SITE, <br />PROVIDING ENTRANCE DRIVES AND PARKING LOTS TO SERVICE THE FACILITIES SHOULD <br />NOT POSE ANY MAJOR DESIGN CONSTRAINTS <br />TRAIL. ACCESS <br />IS THE SITE ACCESSIBLE FROM 771E <br />COMMUNITY MAIL SYSTEM ?" <br />ALTHOUGH NOT EXTENSIVE, SITE ACCESS VIA TRAILS IS AVAILABLE. THE <br />TRANSPORTATION TRAIL ALONG BIRCH STREET COULD BE EXTENDED TO THIS SITE. <br />SINCE THIS TRAIL INTERUNKS WITH THE COMMUNITY-WIDE TRAIL SYSTEM. TRAIL <br />ACCESS FROM MOST AREAS WITHIN THE SOUTHERN HALF OF THE CITY WOULD BE <br />FEASIBLE. HOWEVER, GIVEN THE SITE IS A CONSIDERABLE DISTANCE FROM THE <br />POPULATION CENTER, SOME POTENTIAL TRAIL USERS MAY FIND THE DISTANCE FROM <br />THEIR HOME TO THE SITE TOO FAR TO WALK OR RIDE THE BICYCLE. <br />URBAN SERVICES <br />"CAN 77-IE SITE BESERVICED BY PUBLIC <br />UTILITIES INCLUDING WATER STORM SEWER, <br />SANITARY SEWER ELECTRICAL, AND <br />TELEPHONES ?" <br />SINCE THE SITE UES OUTSIDE THE METROPOLITAN URBAN SERVICES AREA (MUSA). <br />PUBLIC UTIL MES (LE., WATER AND SANITARY SEWER) ARE NOT CURRENTLY AVAILABLE. <br />ALTHOUGH IT COULD ADD CONSIDERABLY TO THE OVERALL DEVELOPMENT COSTS, IT <br />WOULD BE POSSIBLE TO EXTEND SERVICES TO THIS SITE IN THE FUTURE. A REVISION <br />TO THE MUSA UNE WOULD BE REQUIRED IN THIS CASE. <br />SURROUNDING LAND USE <br />"WHAT IMPACTS WILL DEVELOPMENT HAVE ON <br />SURROUNDING LAND USES ?" <br />GIVEN THAT THE AREA SURROUNDING THE SITE IS ZONED RURAL, ITS DEVELOPMENT AS <br />AN ATHLETIC COMPLEX WOULD HAVE UNITED IMPACT ON EXISTING LAND USES.
