• <br />Lino Lakes Public Services Department <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />(651) 982 -2440 Fax (651) 982 -2439 <br />September 15, 1999 <br />TO: Resident <br />FROM: Rick DeGardner, Public Services Director <br />SUBJECT: Future Athletic Complex <br />As you may have read in the city newsletter, the city is considering acquiring property located at <br />the southeast corner of Birch Street and Centerville Road for the future development of an <br />athletic complex. <br />Development of an athletic complex has been a priority for the city since the completion of the <br />Comprehensive Parks and Trail System Plan in 1993. Shortly thereafter, a committee was <br />formed to evaluate potential sites for an athletic complex. Factors such as location, size, shape, <br />orientation, topography, soils, and vehicular access were taken into account evaluating each <br />parcel. In 1998 City Council authorized staff to begin negotiations to acquire land for a future <br />athletic complex. The most desirable site was located at County Road J and Holly Drive. <br />Subsequent events resulted in the property owner deciding not to sell the parcel of land to the <br />city. The second most desirable site is located at the southeast corner of Birch Street and <br />Centerville Road. <br />The proposed agreement is to purchase sixty acres from Mr. Montain and five acres from Mr. <br />Molitor. This would be financed from the Area and Unit Fund and be paid over the next three <br />years. At some point in the future, a referendum will need to be conducted for development of <br />the athletic complex. Upon a successful referendum, the "internal loan" to acquire this property <br />would be repaid. This scenario carries minimal financial risk to the city. If the referendum is <br />unsuccessful, the city can sell the parcel or retain possession for future use. <br />Residents are encouraged to attend one of the following drop in meetings to review and comment <br />on the proposed acquisition of property for an athletic complex that will be held in the <br />Community Room at City Hall, 600 Town Center Parkway, on the following dates: <br />Monday, October 11, 5 -7pm <br />Tuesday, October 19, 5 -7pm <br />Residents may drop by anytime during the listed times to review the proposal, ask questions, and <br />provide comments. If you are not able to attend either of the public meetings, you are <br />encouraged to submit any comments you may have.
