The minor subdivision is required to facilitate the <br />City's purchase of property for a future community recreation complex at the south east <br />corner of Birch Street and Centerville Road. The property in question is zoned Rural and <br />indicated as such on the existing Land Use Plan. <br />The proposal is to purchase approximately 60 acres of property from the Montain family <br />leaving a 10 acre parcel containing their homestead. Additionally, the City would <br />purchase five (5) of the 6.6 acre Molitor parcel. The balance of 1.6 acres would be added <br />to their existing homesite of 1.4 acres for a total of 3 acres. Right -of -way for the future <br />reconstruction of Centerville Road and Birch Street will be dedicated from the Montain <br />parcel to Anoka County. The City is not requiring dedication of right -of -way from the <br />Molitor parcel due to the fact that the property to be split does not front on Centerville <br />Road. <br />Staff has reviewed this request and would recommend approval. The Planning and <br />Zoning Board gave unanimous support of the proposed recreation complex at their <br />September P & Z Meeting. The City Council is schedule to act on the purchase <br />agreement for this site at its October 25th meeting. <br />For Council information, we would comment that the Montain site will contain the <br />required 10 acres for a rural parcel As you are aware, there is a provision in the <br />ordinance that would allow a minimum of one (1) acre for the homesite if the balance of <br />the site is 10 acres or more Regarding the Molitor site, the existing homesite is on 1.4 <br />acres. The addition of the remaining 1.6 acres will provide a parcel more consistent with <br />the adjoining properties and with the intent of the Rural zoning district. <br />The Planning and Zoning Board recommended approval of this minor subdivision with <br />the following conditions on a 7/0 vote at their 10/13/99 meeting. <br />
