AGENDA ITEM 6G <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: November 8, 1999 <br />TOPIC: Consideration of Resolution No 99 -111, Adopt Assessment Roll, <br />Highland Meadows East <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />On October 25, 1999, the City Council held a Public Hearing for the proposed <br />assessments for the Highland Meadows East project. The proposed <br />assessments include sanitary sewer, watermain, and surface water management <br />charges. At the hearing, representatives of the Highland Meadows subdivision <br />asked why the Highland Meadows East subdivision was not assessed for 79th <br />Street reconstruction costs. <br />Highland Meadows East includes six residential Tots and two outlots, A and B. <br />Two of the proposed lots contain existing houses which are to remain. Therefore <br />the current plat contains four new houses which will front on 79th Street. It is our <br />opinion that the additional traffic generated by four new lots is not sufficient to <br />require reconstruction of the roadway. <br />Highland Meadows East also includes two outlots. At such time as these outlots <br />are re- platted, the City will have to consider the proposed land use intensity and <br />a contribution from the developer for the upgrade of 79th Street. However, based <br />on the current information, we do not support placing a street reconstruction <br />assessment against the Highland Meadows East subdivision. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No 99 - 111 adopting the assessment roll for the Highland <br />Meadows East project. <br />3. Delay assessment of this subdivision. <br />RECOMMENDATION: <br />Staff recommends Option No 2, the adoption of Resolution 99 -111. <br />
