AGENDA ITEM 6E <br />STAFF t 2 AT David Ahrens, City Engineer/Pubtic Works Director <br />DATE: January 26, 1998 <br />TOPIC: R a solution No. 98-11, Authorize Public Works Director to Submit <br />lnflovr and Infiltration Loan and Grant Application <br />The Metro ` Council Environmental Services (MCES) recently sent staff the <br />attached letter €nviting munit to apply for loans and grants to fund sanitary <br />sewer p stuclie► fort fuction of inflow and infiltration of clear water <br />into the mun%spal sanitary sewer system The MCES requires that submitting . <br />communities adopt a +re iuiiorr Indic Ling their interest in pursuing this program <br />All c ornmu ' t gat u the VICES treaty n# facility are char I for their <br />actual volume of sanitary waste water treated at the facility. Any reduction in <br />inflow and infiltration will have an immediate benefit to the community in reduced <br />costs paid to the MCES. These costs are the major portion of the sanitary sewer <br />utility fee that residents of Lino Lakes pay and any reduction in MCES costs <br />coulcd prevent increases in the utility fee. It was obvious from last July's heavy <br />rainfall that Lino Lakes has inflow and infiltration. The attached graph from the <br />MCES illustrates the peak in flow from Lino Lakes. <br />The timing of the MCES : program is very good for the City of Lino Lakes. The <br />Lakes Addition Street Reconstruction Project includes sanitary sewer work that <br />will reduce inflow and infiltration of clear water. Also, the 1998 budget includes <br />funds to complete an Inflow and Infiltration Study of the Lino Lakes sanitary <br />sewer systemo d+ermine if there are sanitary sewer tines that have high inter <br />and i of ctr water. This study will then provide recommendations to <br />correct any high inflow and infiltration. Both of the two projects are eligible for <br />funding threw the`MCES program. <br />1 Adopt Resolution No. 11 authorizing the Public Works Director to submit a <br />Loan or Grant App n to the Metropolitan Council Environmental Services <br />for inflow and infiltration projects and studies. <br />2. Do not adopt Resolution No. 98-11. <br />
