DRAFT FOR LINO LAKES <br />WHEREAS, the City of Lino Lakes has created multiple zoning districts for the <br />regulation of development in the City; and <br />WHEREAS, the primary purpose of all but one of these districts is day to day regulation <br />of present uses or uses for which building permits or other development approvals are <br />now being sought; and, <br />WHEREAS, the City has created a unique district, the "R -BR" Rural- Business Reserve <br />District, for the specific and focused purpose of a growth management tool, and <br />WHEREAS, the purpose of the district is guiding and preserving the land in this district <br />for future commercial and industrial use and discouraging applications for building <br />permits and other development approvals until the conditions described in the "Trigger <br />Mechanism" provided in section (8) of that subdivision are met, and <br />WHEREAS, the benefits to the Public and City of designating these areas for <br />commercial or industrial use now, but reserving the rights of ultimate commercial <br />development until the conditions of the trigger mechanism can be met are: <br />a. Controlling and limiting urban sprawl. <br />b. Conserving land in a viable economic status until such time as the need is <br />present, as defined by the conditions of the trigger mechanism, for commercial <br />or industrial development. <br />c. Reducing the possibility of rural -urban conflict in both the use of the land and <br />in the extension of utilities and other infrastructure items. <br />d. Maintaining acceptable per - captia costs for city services such as snow- <br />plowing, road maintenance, and fire and police protection, and <br />WHEREAS, the benefits to the present and future owners of property in this unique <br />district are the certainty their plans for commercial or industrial development will be <br />permitted as the ultimate development in this district, the public commitment to the <br />owners defining a clear and predictable process for the staging of ultimate <br />development in the district (the Trigger Mechanism), and the City's commitment to <br />permit compatible and economically viable uses within the district until that time the <br />conditions of the Trigger Mechanism are met for the ultimate development of the <br />
