Or Y�tO <br />Waters Edge <br />1500 West County Road 82 <br />Roseville, MN 55113 <br />- To define a "trigger- mechanism" that will establish a formula for the rezoning of <br />Rura113uess Reserve land to a business use as needed. (Emphasis Added) <br />Rezoning ('Trigger Mechanism). Land in the R -BR shall be rezoned by the City <br />upon request and demonstration that the adjacent business zone located at County <br />Road 14 and I -35 has developed twenty -five (25) percent of its buildable area. <br />Rezoned land shall be adjacent to the existing business district and shall extend from <br />south to north in quarter mile increments. From that point on, rezoning shall be <br />initiated whenever the corridor has an inventory of buildable land of no more than <br />two hundred (200) acres. <br />Although the purposes are different, the uses of the zone are very similar to the R -Rural District <br />and the RX -Rural Executive_District, which are clearly meant for Agricultural and Residential <br />uses. There are limited commercial uses allowed in all of these zones, but the uses are permitted <br />as an incident to other primary land users. <br />Federal Regulations, 23.CFR 750.708 (D) States: <br />A zone in which limited commercial or industrial activities are permitted as an <br />incident to other primary land uses is not considered to be commercial or <br />industrial zone for outdoor advertising purposes. <br />The uses of the R -BR zone are not similar to those of the 5 types of business zones or the 2 <br />industrial zones.
