III. Growth Plan Vision: <br />We envision a growth plan with a flexible, planned rate of growth. The plan will <br />control the type and quality of growth in a manner that will ultimately provide <br />the benefits of suburban development (available commercial services, broadened <br />tax base, city services) and yet still preserve the character of Lino Lakes <br />(environment, open spaces, rural ambiance). This growth plan will carefully <br />consider the balance of costs, infrastructure and benefits. <br />A. Plan Recommendation 1: <br />Review and revise City planning documents so that they benefit the whole of the <br />community and address a healthy mix of residential /commercial/industrial <br />development and environmental preservation. <br />1) Growth and development decisions should consider the needs of the <br />entire community and attempt to distribute equally throughout the city <br />the benefits and burdens of future growth decisions. <br />2) Growth and development decisions should create a broadened tax base that <br />supports the infrastructure needs while minimizing additional burden on <br />residential taxpayers. Examples of "infrastructure ": Road construction, <br />maintenance and reconstruction; schools with appropriate funding so as to <br />eliminate overcrowding by new residential developments; park and trail <br />development; appropriately funded police and fire services; and avoided loss of <br />unique environmental assets. <br />3) Growth and development decisions should strive to reach and maintain an <br />appropriate balance of commercial, industrial and residential development. <br />The desired balance should be identified in the City's ing documents by <br />t in b romotion or restriction) one type of development to another. <br />Rationale: <br />Careful planning can lessen potential conflicts and concerns about the impact of one <br />type of development on another and on the environment. <br />Page 4 Growth Planning Advisory Group <br />
