M E M O R A N D U M <br />DATE: January 12, 1998 <br />TO: Comprehensive Plan Task Force <br />FROM: Brian Wessel /Mary Kay Wyland <br />RE: Moderate Growth Scenario <br />The Comprehensive Plan Task Force voted in favor of the moderate growth <br />scenario at their November 20, 1997 meeting. Eight task force members were <br />present at that meeting with two members voting against the moderate growth <br />scenario the total committee consists of 14 members). <br />Following is an excerpt from the September 1997 Lino Lakes Growth Scenario <br />report prepared by Northwest Associated Consultants. This report identifies the <br />moderate growth scenario as follows: <br />The moderate growth scenario represents the mid point between limited growth and high growth <br />scenarios. The moderate growth projection is for 147 dwelling units per year (the low growth <br />scenario estimates a growth rate of 79 units per year while the high growth (Met Council) <br />estimates 214 dwelling units per year). <br />The moderate growth scenario is projecting a 2020 population of 20,500 with <br />approximately 7,513 to 7,900 households. This number is variable as we do not <br />know what the average household size will be in the year 2020 and can only <br />speculate at 2.7 persons per household. Attached for your information is a map <br />indicating the buildable area associated with the moderate growth scenario. <br />POPULATION ESTIMATES: The 1994 population estimate for the City of Lino <br />Lakes from the Mn Dept. of Trade and Economic Development is 12,266. The <br />Metropolitan Council April 1996 estimate is 13,756 and City Staff population <br />estimate for December 1996 is 14,324. A more accurate estimate will be <br />available upon completion of the year 2000 Census conducted by the US Bureau <br />of the Census. <br />A review of past home building activity reveals that over the last 20 years the <br />City has issued, on average, 174 building permits per year for single family <br />homes. <br />
