Council Member introduced the following resolution and moved <br />its adoption: <br />CITY OF LINO LAKES <br />RESOLUTION NO. 98 -26 <br />RESOLUTION REITERATING SUPPORT FOR ADVERTISING SIGNS IN THE <br />R -BR (RURAL BUSINESS RESERVE) ZONING DISTRICT <br />Whereas, The City of Lino Lakes has created multiple zoning districts for the <br />regulation of development within the City; and <br />Whereas, the primary purpose of all but one of those districts is day to day <br />regulation of present uses or uses for which building permits or other <br />development approval are new being sought, and <br />Whereas, the City has created a unique district, the R -BR, Rural Business <br />Reserve District for the specific and focused purpose of a growth management <br />tool, and <br />Whereas, the benefits to the Public and City of designating these areas for <br />commercial or industrial use now, but reserving the rights of ultimate commercial <br />development until the conditions of the trigger mechanism can be met are; <br />A. Controlling and limiting urban sprawl. <br />B. Conserving land in a viable economic status until such time as <br />need is present, as defined by the conditions of the trigger <br />mechanism, for commercial or industrial development. <br />C. Reducing the possibility of rural -urban conflict in both the use of <br />the land and in the extension of utilities and other infrastructure <br />items. <br />D. Maintaining acceptable per- capita costs for city services such as <br />snow - plowing, road maintenance, and fire and police protection, <br />and <br />
