STAFF <br />DATE: <br />TOPIC: <br />AGENDA I <br />David Ahrens, City Engineer/P <br />arch 9, 1998 <br />. 98-30, Approve Joint Powers Agreement with <br />Anoka County regarding Traffic Control Signal at Elm Street and <br />Lake Drive <br />BACKGROUND <br />With the installation of <br />Joint Pi <br />define each agen+ <br />the signal system. Per <br />trot signal at Elm Street and Lake Drive a <br />n the City and Anoka County is necessary to <br />concerning operation and maintenance of <br />red copy of the agreement, the City is <br />responsible for electrical costs to operate the signal system, construction costs, <br />and the maintenance, relamping and painting of the luminaires. The County <br />shall maintain the traffic signal controller, traffic signal lamps, loop detectors, <br />associated wiring of the traffic control system and traffic signal painting at the <br />City's cost. The County will bill the City for any maintenance work performed by <br />the County or contractor hired by the County. The City Attorney has reviewed <br />the Agreement and has found it acceptable. <br />The County policy concerning traffic signals states that any unwarranted signal <br />system installed is the financial responsibility of the City as is the case with the <br />Elm Street signal described above. If the signal system is a warranted and is a <br />programmed improvement by the County, the County is responsible for certain <br />maintenance and construction costs. The Highway 49 and 23 intersection is an <br />example of a warranted and programmed installation. <br />OPTIONS: <br />1. Return to stab for furer review. <br />2. Adopt Resolution No. 98-30 approving the Joint Powers Agreement with <br />Anoka County regarding Traffic Control Signal at Elm Street and Lake Drive. <br />3. Not adopt Resolution No. 98 -30. <br />
