STAFF ORIGINATOR: David Ahren <br />DATE: March 9, 1998 <br />TOPIC: Resolution No. 98-35, Approve Relocation Agreement with <br />Northern States Power Company, Otter Lake Road Realignment <br />Project <br />City Engineer /Public 'Yorks Director <br />BACKGROUND: <br />The planned re- alignment of Otter Lake Road impacts a guy wire supporting a <br />Northern States Power (NSP) pole. Since this guy wire is located on private <br />property and not within County right of way, the City is responsible for the guy <br />wire relocation costs. The relocation costs are estimated to be $21,000 and per <br />the Agreement, NSP is requesting payment of 80% of the $21,000 or $16,800. <br />The original re- alignment would have required the relocation of the entire pole <br />costing the City in excess of $140,000. The alignment of the road was revised <br />with the County's approval to impact the guy wire only. To avoid any impact to <br />the guy wire would require additional right of way taking from the adjoining <br />property owner. The alignment would then create a narrow strip of <br />undevelopable land)between the power line easement and the road right of way. <br />Considering the options, staff feels that the relocation of the guy wire is the best <br />option. <br />The cost of this work is the responsibility of the City and the City is assessing the <br />project costs to benefiting property owners. The City Attorney has reviewed the <br />Agreement and has found it acceptable. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No. 98 -35 approving the Relocation Agreement with <br />Northern States Power Company for the Otter Lake Road Realignment <br />Project. <br />3.
