AGENDA ITEM 5B <br />STAFF ORIGINATOR: David Ahrens, Public Works Director /City Engineer <br />DATE: March 23, 1998 <br />TOPIC: Resolution No. 98 -27 - Approve Plans and Specifications and Authorize <br />Advertisement for Bids, Lakes Addition Street Reconstruction Project <br />INTRODUCTION: <br />The public hearing for the Lakes Addition Street Reconstruction Project was held on Monday, <br />July 28, 1997. On November 10, 1998, Council ordered the improvement and preparation of <br />plans and specifications after the voters of the City passed a bond referendum to pay for a <br />portion of the project costs. Staff held a neighborhood meeting on Tuesday, February 24, <br />1998, to present the plans and answer any questions that property owners may have on the <br />project. Plans and specifications are complete and staff is requesting Council approval of the <br />plans and authorization to advertisement for bids. <br />BACKGROUND: <br />The project consists of the total reconstruction of the following streets: <br />E. Drive Black Duck Drive Cul-de -sac <br />Lantern Lane Black Duck Drive E Shadow Lake Drive <br />Lantern Circle Lantem Lane Cul-de -sac <br />Partridge Place Black Duck Drive Black Duck Drive <br />Black Duck Drive Birch Street 230' N. Crystal Court <br />Black Duck Circle Black Duck Drive Cul-de -sac <br />Mallard Lane Black Duck Drive Cul-de -sac <br />Crystal Court Black Duck Drive Cul-de -sac <br />The project was initiated by a report investigating the condition of all streets within the <br />City. This neighborhood was selected for reconstruction due to the poor quality of the <br />streets. <br />Project Financing <br />The project is estimated to cost $1,960,360 for the reconstruction of the streets and <br />installation of storm sewers. An additional $291,270 of utility costs is proposed to bring <br />the City's sanitary sewer system and water system to current City standards and install <br />a watermain from wellhouse no 1 to Birch Street. The utility work includes <br />reconstructing the top sections of sanitary sewer manholes and installing valves at each <br />hydrant lead. The watermain from existing wellhouse no 1 to Birch Street will provide <br />for a future connection to a water treatment plant housed in wellhouse no 3. This <br />watermain work is proposed at this time since the majority of it runs under Blackduck <br />Drive. With the reconstruction of the streets, the work can be done very efficiently. The <br />funding for the sanitary sewer repairs and watermain work items are planned to be from <br />the Area and Unit Fund as noted below. <br />
